Here is the guy who invented it. He invents a lot of crazy stuff. He makes his money off of Youtube and rarely brings something to market but China steals his ideas and makes them real which is probably what happened with this

My 97 Chevy had a vent under the steering column that blew right on your crotch. It was great with basketball shorts.
