One interdasting theory why this is true (generally accepted to presently be for females about one year earlier) is that the Neolithic female role was generally to stay in/around the nest or troop and the males were hunter/gatherers. The female tasks were doable at an earlier age, hence the earlier age of sexual maturity.

Note: I’m old but I’m not old enough to have personally witnessed this. Hence this theory may be wrong.
