Based on common sense we’re 90+% sure it’s an isis flag. There aren’t that many flags people who commit mass casualty events would have on them to begin with, let alone one black with white block letters

I noticed they had a lot of bomb sniffing dogs outside the saints parking garage and all around the dome , I’m seen a few around the dome at times but seemed to excessive checking every car going into garage is that normal or was the city on high alert of suspected attempted terrorist attack?
