If you study the history of New Orleans you will quickly discover that this city has been corrupt since its' founding. But lately it is pegging out the corruption meter.
Several other large metro cities are doing the same :
New York City
Philadelphia
Baltimore
Washington DC
Atlanta
Jackson Miss.
New Orleans
St. Louis
Memphis
Detroit
Chicago
Houston
Seattle
Portland
San Francisco
Los Angeles
What will it require to have our major cities to be 'civilized' places again?
