Have heard the same from people from Canada and Colorado regarding upper 30s and low 40s cold in New Orleans. They said it was the coldest they've ever been. I travel a lot to the snow and cold out west. Your clothing definitely provides a much better barrier to the dry cold than it does in humid cold.

it all depends on how much the wind is blowing at that temperature. I’ve been in around -30 with no wind and it is pretty manageable. The second the wind starts blowing at those temperatures is when your face falls off

I worked in Novosibirsk, Russia for two weeks in January of 1997.

When I was met at the airport the first thing my hosts told me was how lucky I was to be in Novosibirsk when it was warm. I looked around at the snow along the edge of the tarmac that was piled higher than the top of the commercial jet I had just flown on from Moscow and thought "This is warm?!?"

Then they told me it was "only" -19 degrees Celsius (-2.2 Fahrenheit) but it had been -45 degrees Celsius (-49 Fahrenheit) the week before.

FWIW, "Novosibirsk" means "New Siberia" in Russian. The city of Novosibirsk was a "secret city" during Soviet times. It appeared on no maps, no outsiders were allowed to enter the city and it was founded in the 1950's as the scientific research city for the Soviet weapons programs.
