This is a flippant and thoughtless way of legitimizing mediocrity and decline.
Maybe Socrates was right about the youth in his time. Maybe people responded to it and changed. Maybe these sorts of things fluctuate and some generations do behave better than others and make their contemporary time a better time to live.
TLDR; that Socrates quote has far less value than people want to give it.
