No and yes. For a few isolated occurrences, no, because it's compostable. Of course, if everyone did it then that wouldn't be good.
If being tossed onto the street or parking lot, yes.
ETA: I'm interpreting grass as tall grass along the interstate, highway or other public area. Of course it's littering if it's in someone's yard.

No. It rots away and/or insects eat it.... regardless if it's on a road or grass. It's not like your tossing plastic or styrofoam on the ground.

Not sure if it is the same across all states, but I'm finding a few articles that suggest it is littering. Basically anything thrown/left behind in a place other than a receptacle can be considered littering.
To play the devils advocate, one article discusses a banana peel thrown on the side of the interstate. The peel will attract insects, which can then attract rodents, which may attract larger predators, thereby causing a safety hazard for other drivers.
As ridiculous as it may seem, why not simply dispose of your waste properly?

One banana peel is not a big thing. If there were 50 of them in the same place, it would be considered garbage more than likely.
