Just talk to the contractor. When we were renovating our house the subs tore up the first 2-3 yards of my neighbor's yard. Contractor had them lay new sod down.

This is specific for BR.
I'm guessing most contractors do not want to lose their permit. I would call the Permit Office and let them know if this is a reoccurring problem after informing who is in charge. I'm sure the workers are oblivious to this.
