Is there a law to allow cops to write tickets to people giving bums money?

The homeless people have gotten out of control and become aggressive towards people. I see it everyday in Houston where they are yelling at people in their cars because they won't allow them to clean their windshield. Instead of the cops setting up speeds traps to meet their quotas maybe they could write tickets to people who are giving the bums money on the side of the road. If there isn't a law to allow for it, that is one I could get behind. Anyone else got any possible solutions?

We should be able to legally murder bums but illegal to leave the body there. Disposing of the body is the one catch

Generosity? There is a camp of them close to my office and I see them on a daily basis. They beg for money get the exact amount of money they need for their drugs run down street and buy some drugs. Then sit on the curb for the next 4 hours so fricked up they cant move then repeat the cycle. I wouldn't say you are being generous by founding their drug habits.

Giving anyone money when you don't have to is being generous.

The bum can actually be cited for pandering.

how do homeless get cash anymore? i never carry money. though one time a homeless dude asked me to take him to an atm when i told him i only carried plastic.

Just let them clean your window if they don't without permission and drive off. I don't feel obligated to pay someone for a service I didn't consent to. In fact I'm pretty sure I did that before in a gas station. Guy said let me clean your windows, I said no thanks, he did it anyway, and I said thanks and drove off.

Obliviously not every homeless person is on drugs but if you give them cash you have no way of telling if they use it for drugs or to better themselves. If you want to donate you can donate to one of the many charities that help the homeless and reduce the chance of your money being misused on items such as drugs.
