That's not satire at all. It's a terrible reality but you have to think all the way through it to find how we got here. That piece isn't SJW or fodder for Alt-Right hate. And it's damn sure not fake news at it's root.

blacks are taught to be racists and hate whites from birth
that is why there is so much hate in this country

At times they are hard to distinguish from the Onion, and they really don't understand that. Their writers rarely get out of New York City and when they do it's to California. So they really don't know anything else. It's a shame because a lot of what they do is excellent. Exactly the same goes for NPR.
