I had a discussion on this topic with an attorney not long ago. As it pertains to law, defamation, libel, and slander are now lumped together as one.

It can be vocalized or publicized in writing. It doesn't really matter much anymore. As long as you know what you are writing/saying is not true, your intent is to harm the person in some manner, and you disclose it to any third party (including law enforcement), you are guilty.
