We need by-passes more than a loop.

For Item 1 I recommend a North by-oass using the "old bridge" and going through Central on to Walker.
For item 2 I recommend a link from 10 to 12 from around Gonzales to Walker.
For item 3 I recommend a bridge at St. Gabriel connecting 10 to La 1 and upgrading 1 to I-10.
All that needs to be done including widening of I-10 from the split to La. 415 including a bridge paralleling the existing I-10 bridge for East bound traffic only. The current I-1- bridge could be used for Westbound only with a designated lane for buses and emergency vehicles.
It will never happen in my lifetime.

I know it doesn't seem like it, but trust me. A bridge going across the river along the Plaquemine ferry path comes out in Geismar. It takes 15 mins to get there from the MRB. On the other side, you come out in Geismar. You improve HWY 30 to I 10 and then put a new straight shot HWY down 431 and across the Amite River through all the woods and fields of LP to I 12.
I would put down $100 on a bet to time both routes if those were done.

He's saying (and I was too), that a route of Hwy built along that route would trim the time off. Not the route now.

If you make i10 through BR quick again, the traffic will just use it again because it's much shorter (trucks especially)

Dude, the plaquemine ferry puts you north of st Gabriel in what I guess is called sunshine

five more miles, five more minutes, more millions of dollars and a longer arc to the by-pass.
ETA... Geismar is roughly across the river from White Castle and not Plaquemine.

It's not just truck drivers that would take that route.
Anyone going to or coming from New Orleans takes that route instead of going through BR.
The enormous number of guys that work in plants along the river that live in Livingston will take the bypass istead of backtracking through BR.
The shorter route would be a loop thats north of BR, but there's nothing there of interest, nor will anyone build anything b/c there's an interstate there like they would if it's south of BR.
You at least get the thru traffic to and from NO off the interstate in BR, plus anyone else that feels its a shorter time to take that route to get to Livingston.
A loop would be about 100 miles long going south, and it's about 50 miles if you stay on 12.

Yall put too much stock into people going to/from NOLA
That's not the biggest chunk of traffic that goes through Baton Rouge
