The man was asked to do it because they did not have anyone else available for the press conference. His brother is deaf, so they knew he knew sign language...or at least kind of...

imagine his brother figuring out after all these years that his trusted brother was fricking with him just so he could eat all the pizza while deaf boy was hiding from monsters

I have read some CC that appears to be done with voice recognition software. Phonetic spelling with no understanding of the context.

Yeah, I see that at the gym. I can see why you can't expect the deaf to rely on that in an emergency situation, because I can barely ever make sense of it.
