Right by the lakes on the way into campus. Cop was standing in the middle of the street pulling expired stickers into the parking lot.

I was always under the impression you didn't have to do shite for inspections if your car is registered in let's say Texas but you live in louisiana

This is discretionary. In most cases, especially cases like these where they literally don't give a frick about the sticker and just want your money, you will likely be given a ticket.

So glad Texas finally moved away from the inspection sticker.
But before I got mine taken off, it was out for about three months. Pure laziness.
