I had this situation with Gmail when I got my new phone. So frustrating. Forgot how I eventually fixed it though. Sorry.

I've had the same issue when I lost my android phone.
I had to log into my Google account to track the phone, but the only way to do that is by getting the verification code, which could only be sent to my lost phone.
Eventually had my wife log into an old android phone at home to get the code.

This is one of the reasons why I have an email other than Gmail as my primary login for Google

I have Outlook and Yahoo as well. The Gmail account I have is tied to a junk email for mostly mailing lists, and a few subscriptions, which I should probably rethink.
