Van Damme did fight competitively in France, but only a short stint. He was REALLY good though.

The person you are searching for is Jet Li. He was a legit competitor and champion.

Another correct answer

I’d say Bruce Lee as well, if given a chance to get in “competitive form”. Dude was a prodigy.

Any modern MMA fighter would wreck them both. Neither has the skill sets for ground fighting. And, if the Jiu-Jitsu guy started as a wrestler, which most of them did, neither could stay on their feet. If a good wrestler (Cormier, Nickel, Khabib, etc.) want you on the ground, you're fighting on the ground. You have no choice in the matter.

I thought it was unfair to include him. I mean he taught Chuck. Then we might want to include Kareem Abdul-Jabar

A street fight with no rules? Norris.

A combat sport with defined rules? Norris.

A film where Norris has to go at Seagal and do what Seagal expects? Still Norris.

He did not.

They had a mutual admiration. They did train together. Bruce put Chuck in a movie. Under no definition of martial arts "training" did either train the other.

Bruce did teach a bunch of Hollywood folks, including Steven McQueen, James Coburn and Kareem Abdul-Jabbar.

Norris has trained in MMA for years. His prime fighting style was closer to the prototypical MMA style.

Jet Li was a world renowned boxer/martial artist and grappler combined with his king fu. He mastered several styles.

Bruce Lee is the god father of MMA.

BJJ alone would get you wrecked in modern MMA. You need to be able to control spacing and strike very well these days.

Prime Dolph Lundgren beats them all. If he can kill Apollo Creed, he can handle Segal.

Taught is relative. I’ve done martial arts for 29 years. When I met Chuck Norris and got to talk with him for a bit. He spoke about how much Bruce Lee taught him.

Someone doesn’t have to be your teacher to still teach and train you.

As long as we're precise in our language. Using your definition, Chuck also taught Bruce. Ali "taught" Bruce as well.
