If casual....Peppermill, it is dinner and a show.

Good italian on a budget is Battista's hole in the wall a block off the strip. Mafia type atmosphere and good food with table wine, salad, bread and a cappuccino included with price of entree.
Best show I've ever seen there is Absinthe if you aren't easily offended. It's hilarious and great adult/cirque type acts. It's in front of Caesar's on the corner basically a block away from Battista's.
Hell's Kitchen Burger at Gordon Ramsey Burger is another good eat on a budget, but maybe more of a lunch thing.
High end restaurants in Vegas vary, I wasn't impressed with Sage as it was crazy expensive and the food was good but not great.
