Explain it to him this way, the average body has 5 liters or so of blood in it. So by his logic he would have to have a full liter of pure alcohol in his body.

And not even just his body. His bloodstream alone.

The 23% was hopelessly dumb, but I do think it would be helpful for sober-driving campaigns if BAC was adjusted to be expressed in larger numbers. For example, you are over the limit at 80 and there's mandatory jail time at 150. "He had to get his stomach pumped; he was at 290, almost 300." Would that work?

Eh, the units would have to be messed with. The legal limit is 0.08 grams per deciliter, which is also 80 grams per hectoliter (hL). Hectoliter is weird, but so is deciliter.

BAC in g/dL is just easier to understand in terms of percentage...though if people don't understand percentage anyway, then they're SOL.
