“A key statute that requires the disclosure of social security numbers is the Social Security Act (SSA), which expressly permits a state agency to use social security numbers for the purpose of identifying individuals “in the administration of any tax, general public assistance, driver’s license, or motor vehicle registration law within its jurisdiction,” see 42 U.S.C. § 405(c)(2)(C)(i) (2018).”

What I am is a man of principle and a veteran. As an American, I have the right of self determination. If my son chooses to get a social security number he can do that. I have one. But, I'm not going to do it for him, that is his choice. Me giving him his choice also means I can't deduct him from my taxes. If that's what it costs, so be it.
You may see this as pointless and futile. That's ok. I see it as an obligation as an American to preserve the rights we were given, no matter how small and pointless folks like yourself may think that is.

GRT, you are 100% correct. If you HAVE a social security number you HAVE to disclose it. That said, if you don't have one, this doesn't apply to you.

Did you get the required letter from the SSA that says why you son doesn't have an SSN? That could be what you are missing.

The requirement to provide that letter is only for Alien individuals.
Other states have a provision for this for US citizens. They have an affadavit that you have to fill out. When you get a passport without a social security number you have to provide an affadavit to this effect.
I offered to do that for the DMV and they said no.
