Small yes, a contract government that will end up being expensive, no.
Do you have kids? It would be far less expensive to pay a little more in property taxes (they say this won't be required) than to send them to private school. Also, if you live in the area and the schools turn out decent your property will appreciate a fair amount.

Also, how exactly does setting up another level of government equate to smaller government?
In general the most effective government is localized. I'd vote for it if I could but we are in the BR city limits. Independent localized school districts aren't a new idea. Texas has over 1000 school districts.

So what changes do you expect to see? Please tell me what exists within the boundaries of St George that will change other than a few schools that will now be judged by their own merits instead of lumped into EBR parish schools? That’s a big IF you get control of the schools.
What infrastructure upgrades do you want to see in your area?
Why do you believe that you are not seeing a fair share of your tax dollars?
At 80,000 residents you make up 18% of the total population of EBR Parish, but you act like you are paying 100% of the taxes.
Why do you believe you aren’t receiving your fair share of tax dollars? Here is a list of infrastructure improvements that I have seen in the past 30 years to help the citizens of St George:
Harrell’s Ferry is four lanes
Millerville now has interstate access
Coursey extended to Jones Creek
O’Neal lane extended to George O’Neal
Jones Creek has been four laned
Anitioch has been improved
Highland road four laned from Airline to interstate
Jefferson Highway improved and has been four laned
Bluebonnet has been four laned
Bluebonnet connects to Coursey
Siegen Lane has gone from two lanes to six lanes
Siegen Lane connected to Sherwood Forest
Industriplex Blvd was built
Pecue has been improved
Pecue Interstate Exit has started construction
Pecue now connects with Stumberg
Perkins Road has been four laned
A new Woodlawn High School
A new Woodlawn Middle School
A new Woodlawn Elementary School
Drainage Improvements
New Sewage lift stations
O’Neal Extension four laned
Burbank Road has been four laned
Highland Road Park has seen significant improvements
Burbank Soccer Complex has been built
I’m sure there are several other investments that I can’t remember right now. The only difference is that up until a few years ago the residents of this area considered themselves as part of Baton Rouge.
It is amazing that you managed to pay for all of these investments on your own despite having zero support from the city leadership or the tax payers from the city. Truth is the taxpayers in the city limits of Baton Rouge paid for all of these infrastructure upgrades when city of St George consisted of Shenandoah and a bunch of cow pastures.

If the city of baton rouge truly believes that the city and the unincorporated area to become st George are truly "better together" then why hasn't the city of baton rouge just blanket Annexed the entire area? Pull a Nola and make the city the entirety of the parish.
Oh.... Wait.... That's because the city of baton rouge DOESN'T truly believe they are better together. If that were the case, it would all be the CITY of baton rouge. The CITY is the one who wants to take their ball home and not play. Not St. George.
frick Broome. frick north baton rouge. Let's fricking go st George.
