Another thing I love about Texas. Illegal tint in La is perfectly fine here.

Roll down the windows and pull the fuse. There's no law that says you have to have working windows. Note: don't try this in Kenner. Those old bastards have been handing out brake tags forever, and take shite off no one.

I don't live there, and have nothing to offer on LA tint laws or where one might go to get an inspection.
So I'll just add that I had some illegal tint done on my wife's old Accord when my daughter was an infant. Rear facing car seat, and the back window had almost nothing on it. I took the car in to get tint. I wanted the back glass and both back windows done. He saw the carseat and asked me if having the baby back there was why. I say yes, and he says he can hook me up with the illegal stuff if I want it. Ended up giving me a discount if I did the front windows too. I left them at the legal limit, but we did the darker tint on the back 3. When I drove it in the garage later, my wife said she's going to feel like a gangster drug dealer riding around in that with the windows so dark. Yeah, a white Accord just screams thug.

Okay, so lets pull them over and have the local police department pay a fine to ... the local government.
Seems pretty dumb to have one branch of the government pay another branch of the same government.
And it would also be a nifty way to circumvent budget constraints. As mayor I could loudly claim I'm boosting police budgets to fight crime, and behind the scenes have a bunch of guys busily ticketing government vehicles payable to the general fund, which can be used for anything I like.
