Seems like a harsh overgeneralization. My livestock guardian dogs love this weather and have year-round access to barn shelter. And if I die for not letting them in the house, will you feed them?

Every Lab I have ever been around fricking LOVED cold weather and cold water...ice covered cold water. They love it....and it is impressive until you have seen a Chessie in the same conditions and worse then you understand that Labs merely enjoy cold and ice....Chessie's require it at a DNA level. I have seen duck dogs of all stripes frozen nearly solid and I have never known one to complain about it a bit....quite the opposite as a matter of fact, they are LIT up when it is cold and there are birds about. I don't know that any Lab I was ever around had ever been cold....even when covered in ice and sitting in 33 degree water they are panting and willing to do it for hours and hours. It is not some sort of loyalty that drives them to do it, they are loyal but they balk at taking pills because they don't like taking pills. They would balk at being cold if they did not enjoy being cold.

some dogs definitely LOVE the cold weather. And sure the OP was making too broad of a justification.
But a large number of current domesticated dogs aren't built for <20 degree weather full time. Especially dogs in the deep south who end up adapting more to oppressive heat. And just because a dog loves the cold for a couple of hours doesn't mean it will love it for 10 hours.
Double-coat animals can tolerate it a lot more.

Not that I keep my dog outside in the cold, but one of my labs, when the river was up, would lay in the water when it was in the 20’s outside the camp.

my dog owes me. i had to go out with him at 5;30 this morning so he could pee.... then i brought him back in to feed him, then i had to take him back out to shite.....
x2 in the cold before 6:00am in a t-shirt and pajama pants......

Normally, I open that back door and let mine out. Typically he dicks around out there for 5 or so minutes then barks to come back in. The last few days that bitch is in and out in about a minute.

I live in Utah where it’s currently 16 degrees.
I can guarantee there are several huskies and bigger dogs outside right now. They’ll be fine.
Some of the smaller short haired dogs need to be in for sure
