It was a rehearsal for the scene and the person placing the gun in Baldwin’s hand yelled COLD GUN, meaning there shouldn’t have been a round in the gun at all.

I would not call it lack of training. It's common sense. Was it his first day around a gun? Has everyone else he's ever seen use a gun also been a complete idiot and lacked common sense. Being trained is too specific. Maybe call it educated or learned how to handle.... I have never had special training, yet I know how to handle my guns properly.
He's either retarded or so smug and thinks he's better than everyone else by so much that he doesn't need to watch and learn anything. Probably both an idiot and a negligent smug a-hole.

There is a lot of down time from one set to another and apparently that is how they amuse themselves. Allowing such a practice on a movie set is just plain negligence.

Yeah, this is a horrible error in judgement.

The more you look into things, the more you realize that 'prop guns' are real guns, used to film a make-believe. Even the Star Wars and Firefly guns were real; with stuff bolted here and there to look spacey. They used blanks on the set of Star Wars, Han Solo's pistol was a Mauser Broomhandle, the Stormtrooper guns were Stens, a couple of the longer rifles were MG 42s.
In Firefly, Mal's big crazy gun was a Ruger with a box and stuff over the cylinder.

I've seen at least one photo showing Baldwin with some Colt SAA's. Checking a SAA can be a pain, the cylinder doesn't swing out. You rotate and eject one at a time.
That's not a justification for not checking, but you could see that being something that comes into play. It's not a Scofield where he can break the top open and do a quick check.

He didn't aim "at" her, he aimed at a predetermined spot, where a camera was, and she was at that camera looking at things.

Anything used for the film, ESPECIALLY if it's a functional firearm, should be locked up between each use, and not played with by bored crew (or anyone else) at any time.

Baldwin's the ultimate producer (I think) and it falls back on him, but he shouldn't be micro-managing the prop department. Whoever is responsible for those props is toast for sure, especially if it's the same guy who yelled "cold".

Baldwin's liable too, but he also has to live with the fact that he killed someone negligently. That's a horrible thing to bear.

As for conspiracies, this reads like an episode of Murder, She Wrote or any other mystery. Of course it's going to be speculated on and discussed.
