This guy gets it. I have no problem with the levels TOPS is set at because average students can benefit and become very productive tax payers.

However...if you do not get a degree, you should be forced to pay it back. If you don't like those terms, don't agree to TOPS up front. Do it on your dime.

Awesome. So someone who cant afford college without the program has a death in the family or someone loses their job and so they drop out of school to help their family and you want to hit them with a bill for tens of thousands of dollars.

Idk what the requirements are these days, but my buddy filled out an answer key without opening a test booklet. He made a 23. He only made a 26 when he actually tried.

Obviously, or you would understand odds and the scoring system for the ACT.

What do I know? I took it in the seventh grade, made a 30, and was recognized at the state rally in Nachitoches...

Yes. With its current standards TOPS is absolutely a handout. If a student can't meet the minimum TOPS requirements they probably don't belong at a four year university. The TOPS standard is lower than the LSU admission standard for Christ's sake

What we should do is LOWER the standard and then CAP it at 25 along with setting a mandatory minority requirement. JBE would be on that like white (crap), like a dog on a ham bone.

You're smart. Want a cookie?

I won't pretend to know all the ins and outs of the ACT, but my sister (who graduated from LSU with a masters and a 4.0 GPA) took the test a few times and never scored above a 19. Maybe she should have not opened the test is what you are telling me?

I'm telling you hard work can trump intelligence. The odds are much better than 25% that you can guess and break 20 on the ACT

TOPs was originally meant to reward the combination of intelligence and hard work.

Those poor kids who should have been failing out of school do to shitty homelives and poor instruction... but were succeeding because of pure determination.
