Breaux probably blows his trimmings into the road when he's done mowing. OP is addressing laziness and common decency, idiot.
Exactly what he was doing. First lap on my run he was blowing his trimmings in the street and I didn't know the trashy ruling on that, then second lap his wife was sweeping them into the drain.

Sweeping sounds a bit trashy. I use a blower to put mine down the drain.

Can't stand people that don't pick up their clippings. Have some pride in your yard.

Is this bad? I'll have to check if my lawn service does this. I'm not sure how but the clippings just seem to disappear.

He used a blower to push them into the street. His wife swept them into the drain.

Grass clippings are actually good for your lawn. If you cut often enough you can't see them.

Your neighbor has his wife in her place.

Eventually though they cause increased thatch which can lead to a decline in lawn quality. I have a collector on the back of my rider. Lawn clippings are trashy.

You should've Goldberged that sumbitch into the ditch.

Yea. The grass people just cut my yard where the clippings stay in the yard. Start on the outside and just work their way in.
They bag the leaves if it's bad.
I hate seeing people blow the shite all in the street

Assuming he didnt sweep them into the drain, isnt it reasonable to assume during rain the clippings would naturally wash into the drain? Grass and leaves aint polluting your street drain.

That's true if you don't cut your grass the right way or often enough.

I agree. They add nitrogen to your grass and help it grow. Today I didn't bad, but there weren't much clippings. However, in July you bag that shite.

If you start on the outside and work your way to the middle of the yard, the clippings will be very tiny and add a sort of base to your yard. I don't think you would lose much to rain.

Your neighbor is doing it wrong.
