Birds don't send scouts, even Martins. But a lot of people still believe that.
There have been a few reports of White Pelicans along the Gulf Coast for a couple of weeks. I used to love seeing them when I lived on the LSU lakes.

There has been one that I've noticed that seemed injured. It went AWOL for a bit, maybe the vet school picked it up and rehabbed it and just recently released it.

To give a serious answer it could just be a local bird. Idk jack shite about pelicans but for whatever reason a small percentage of ducks don't migrate from the south and stay year round
