I just saw a pit bull attack

Not sure what happened. Just heard a lot of screaming and I jumped to my window.
Dude tackled his pit bull and started cuddling it and it started licking his face. Meanwhile, a woman was lying prostrate in the street surrounded by her dogs and and another man.
I really have no clue what happened but it remained like this for like 3 minutes and then they went their separate ways. The man walked to the curb and sat down and still was cuddling his pit bull and it tried to go away a few times. The woman came back and was definitely in a “I need your number because we are probably going to sue you” body stance.
I did video it but not sharing because I did a shite job. I started filming vertical and then I noticed I was filming in the wrong direction and then I switched to horizontal and it just is a worthless video that I’ll keep as a memento.

I saw the last bit of it but I’m not sure what I saw. I’m not going to pretend to be able to make sense of what happened 8 floors down across the street at an awkward angle
