I hope people are not this stupid

Guy is selling a car on Craigslist and says this:
A car has to be deemed a total loss by an insurance company to be issued a salvage title. No way a car w/ minor damage is considered a total loss unless it is like 10 years old, then maybe.

A total loss can be as little as 35% of the cars value. Doesn't always mean it was too damaged to fix.
I can look and see if a frame is damaged.
I have bought a salvage title before and had it changed to reconstructed.
The only thing you can't do with a salvage title is get comprehensive insurance.
ETA - car in OP is not what I was thinking about.
But I would buy that car if the parts where changed correctly and the frame was straight.
nothing wrong with buying someone else's junk for cheap.
