Never underestimate how far a KAREN will go to make itself feel important and righteous.
Maybe the "toker" rolls his own tobacco cigarettes, and smokes away from the building to be respectful of others. Maybe she's a doper desperately trying to stave off glaucoma or whatever malady the miracle cure of MJ is used for this week. Whatever the reason, your efforts are appreciated by everyone. I would imagine that unless you live in a very rural or otherwise backward place smoking pot has been decriminalized in the same way driving 9 miles over the speed limit on the interstate has been. If that is the case mind your own damned business.
