Are there any local ordinances that ban it?
If so, make your sign more strongly worded and threaten legal action. Even if it isn't in the code, do that.
Put up a temporary barrier to the door during the day, and put a fake door bell on a porch post or similar.

So councilman got back to me. It is indeed against the law and the cops can and will detain them. I think a custom sign saying “IT IS AGAINST THE LAW TO SOLICIT AND WE WILL CALL THE COPS” might do the trick.

These clowns may not know what the word solicit means in this context. Might advise choosing a different word. Get that thesaurus out

What did your husband do? Because even though they annoy people (and aren't solicitors), they are non confrontational. Literally just leave as soon as you ask them to.

He confronted them and they got loud with him and threw their pamphlets at him. He threatened to report them if they didn’t pick up their trash.

Put a no soliciting sign near your front door.
Edit: Oops. Just realized you already tried that. I’ve seen some people try signs with emotional appeal, asking people not ring during the day while asleep because they’re “night shift” workers. May be worth a shot.
