Water hammer only happens when full pressure water is moving fast and instantly shut off.
Open faucets, turn main on at like 1/4 throttle, make sure you have running water at the faucets, turn them off, open main fully.

Pipes bust because freezing water expands and is trapped in place. They wouldn't burst just because the city turned theirs back on.
So understand, IF anything is frozen, and the pipe didn't break. It will not break now if the city turns pressure back on.
So you are more than fine to turn yours on.

You should be fine since you drained your lines. Just leave a couple faucets open and turn your main back on. It's almost impossible to turn your main on fast enough to cause a water hammer effect. Just do it slower than normal if you're nervous about it.

I woke up this morning and was like, "did I mess this up?" The power-water stuff from yesterday is just crazy. Adds a layer of BS on top of insane weather.
