Weed & Feed and water daily.
After 2 weeks, fertilize/top soil bare areas w/seed. Water daily.
If you have a dog, then get these or another brand like it.

Did you see which way the boards are facing?
That's not his fence breh
In my area, it is a common practice to put the good side facing out, so the actual owners of the house get to look at the frame work, which would be the metal poles and 2x4's that are seen in the first picture. I'm not sure how it would be for you Westerners, if this guy is in fact from Louisiana.

spray a broadleaf weed killer and pre emerge
get up all that thatch
water and fertilize so grass can fill in bare spots after you get up thatch.
You need to get rid of that thatch though. You have some grass so it will spread if you give it a chance

Don't use a weed and feed. Use a 15-5-10, and water for 30 min twice a day every day. Also, you need to mow higher each week, and set the deck to 3-4 inches.

Will Scotts green max lawn food do anything??

I suspect it has a lot of iron in it. Probably wouldn't hurt.

You can put some iron on it for quick green up, then start following this from this point forward for great looking yard

Don't forget Texas Green Sand. Nothing I've used greens up a lawn better or faster than TGS.

A quick Google search shows that it's made from a mineral deposit high in iron and potassium. Iron fertilization is what really gets you that green pop in your lawn. However, he need probably needs a more balanced fertilizer to help build a healthy root structure as well.
