If you know the story of this incident, you really feel for Dwyer. Though he never accepted bribery, he was on a crooked company's "to bribe" list during a bidding process for a contract to organize paying PA citizens back the taxes they'd overpaid. The scheme came to light, and everyone else on the list cut deals with the authorities, leaving Budd standing holding the bag. He killed himself while still technically a state employee, which ensured that his family would receive his life insurance.

I was just about to type this. In a strange way, he was a hero. He did what he did to make sure his family got all of the benefits that he would leave behind as a state employee. He also warned everyone to stand back in that they "may get hurt". He handed out envelopes to his last trusted men; they didn't know at the time that they were receiving suicide letters.
Once people attempted to stop him, he quickly ended it. Budd nay even still be alive today.

Yeah, wikipedia has it happening a little differently:

Budd was among many, but those who bribed their way out of blame as well as the feds and SA who went after him...well, I bet they've all had to have just a BIT of psychotherapy because of Budd.

There is one on live leak in Venezuela of some guys chopping of a mans head with a dull axe. The man was still alive when they started swinging it. It's the worst thing I've ever seen in my life.

Yeah. I think I’ve seen it. This Russian soldier was definitely alive as well. You can see the look on his face when they shove that Bowie knife into his neck and start sawing. It’s sickening for sure.
