This seems like one of those stories that is grounded in some facts but somewhere down the line some details were added or changed.

Yes it's a culture of ignorance that the school is there to remedy. The school should lose whatever licenses it has as an educational institution for simply removing standards.

Can't happen today because writing is paramount, more than ever before. In oral cultures change like this happens all the time--and there's nothing wrong with it.
