Get it all fixed.
Install cameras outside of all restrooms. Inspections every hour. When infraction happens, go to the tape. That should help narrow the culprits.

actually have a pretty awesome employer. We are one of the fastest 100 growing companies in the country over the last 3 years. Just did a million-dollar renovation and the business continues to grow. Fun place to work and the atmosphere is never threatening. Turnover has slowed to a trickle anymore and we are hiring more professionals than production. We have a pretty good core of employees and we generally promote within.

It's only one or two people doing it. I would send someone to check the bathroom after a person and find out who it is. Then fire person doing the shite art.

This, but there's no reasons for inspections.
You tell everyone its mandatory to inspect the full bathroom every time they use it and its mandatory to report it. Anyone that doesn't report will be severely reprimanded.
Then when an incident is reported, you check the camera for the last person/s in there.

Not uncommon in the Middle East, Asia and India to just have a hole in the floor. The tourist areas of these countries will have a standard commode, but often not for the common person.

What the frick. I’d set an example and do an all hands on deck training making them watch you personally clean it up as the boss. And then talk about why it’s important to have good housekeeping.
And if done again nefariously and can be proven, I would fire the person on the spot.
