I saw this a couple of times on the way home and was wondering about it. I was able to pull alongside of one of the vehicles due to traffic and realized their dashboard was all lit up.
It used to be that instrument lighting didn't come on unless your headlights were on, these days though they are always on with many models. Add that in with good street lighting and I can see how someone who may be distracted by work/family/the-success-failure-rate-of-the-pullout-method/mudchecks-at-Sonic/etc.

Today I had a meeting In Montgomery, AL followed by a trip down US 231 to Dothan where I’m staying this week. I left Montgomery in heavy rain about 4:00 PM so it was already getting dark with limited visibility. I swear the whole hour and a half drive down here I met at least 20 or 30 cars with either no lights or bright lights on. How people can be this oblivious is beyond me.

If you're driving in a well lit area then I understand but once you're outside of that it should be obvious. Somehow it isn't to some.

It would piss me off when I had them set to auto mode and then a service tech would turn it off and not put it back to auto when servicing my vehicle. I know first world problems.
One time, a few years back, I didn’t notice after picking my truck from the shop as it was daylight and a few hours after service when a cop stopped me around dusk.

On mine you turn it to the left to turn off the lights when its running, but it automatically goes back to auto on next time you start it.
No worries ever about the lights not coming on.

My first car (2005) was automatic, but nothing since then has been.
My SUV just hit one year old and I’m pretty sure there’s no automatic option on there. Although I do have the little lit up outline around my light that stays on at all times.

I get where a lot of posters are coming from and that it can happen easily when there are lots of cars on the road and/or well lit streets.
Earlier tonight I was driving on airline through Prairieville (streets aren't lit at all where I was) and someone comes flying by without headlights just before I was about to switch into their lane. Startled the frick out of me because I couldn't see them at all until they were on the side of me. Inb4 CSB. Just try to remember to use your headlights.

Have to say though, the fog lights not saving your last setting is annoying. Don't really need them on but it looks better and one has to turn them on every time.
Can buy some aftermarket dealio so it "remembers" how they were last set but haven't bothered with that. Aftermarket crap is asking for trouble.
