if there was water pressure holding the door shut then it would have pushed in the window when the bullet went through. also if you push the gun against it underwater there is a huge shock wave

Depending on the situation and the officer's size, I can also see a bullet proof vest and his belt/ gear making it difficult to get out of a car window. Especially if he was caught in a situation where the water was rushing in or moving against him. Hard to say really.
