Seems like she could have just let off the gas and idled into the spot. The guy wouldn't have been hurt and would have gotten out of the way before anything happened

After a couple of minutes of the stander not moving, I would've gotten someone else to drive my car to find a parking spot. Then, I would've stood in the spot with the stander. If I'm not getting the spot because he is standing there, then his friend isn't getting the spot either.

I agree. The person saving spot should have been removed.
Why couldn’t person standing there be removed? I understand the car was blocking traffic and easier call than figuring out what law to apply to other person standing in spot (once cops made initial decision driver should have left and filed complaints not get arrested), but if they couldn’t legally remove the person standing in spot why couldn’t someone else just get out and stand there and stop car he was saving spot for from entering. Is there a law that gave this person right to stand in a parking spot?
