Even subdivisions practiced a version of that. Mine was built 40-30 years ago and the roads were four feet below the house slabs. (Briar Hills, just below Barker Reservoir release gates.)

I am not buying that image, there is no way. I mean Maricopa County alone this year has had probably more than half as much as Harris County received from the Hurricane.
