In Houston things like this are basically a daily occurrence on any street corner within the 610 loop. Very disturbing but just a way of life if you live here and easily ignored.

In Atlanta this last weekend, there was a guy who would routinely sit in a city trash receptacle across the street from where we were staying. And he'd stay there for hours at a time with just his arms and legs out of it. Didn't look comfy, but made us LOL.

I see people like this (well, maybe not quite like this) about 2 times per day and get panhandled about 5 times per day. Milwaukee Police are cucked b/c they shot that mentally ill kid in a park about 3 years ago and all sorts of hell broke loose. They basically don't do anything to homeless people any longer.

Just saw MPD come by and check on the guy - he was very thoughtful and put a blanket over the stroller so that his plastic baby wouldn't overheat.

When I worked in NOLA there was a homeless dude that would play football in the neutral ground by himself. It was as the corner of Rampart and Canal by the Saenger. Dude would run and fall down, act like he got tackled. He blew a whistle and called holding penalties on himself. Pretty interesting to watch.
