Hit and Run / Can anybody help figure out who's truck this is?

This guy did a hit and run; I'm working on zooming that plate, if you guys can assist this I would really appreciate it. The hit looks minor, but tires are destroyed and the hood has to be replaced.

video doesn't play out the whole way - he leaves at end of video. driver isn't from area - risky business to just jump right out and confront. Guy got killed in my town not long ago because of a dock hand and driver getting into it
