You don't get the terminology. 12 is a split off of 10 that returns to 10 in another region. To have three digits it needs to be a loop or a spur.
310 is a spur off of 10 that doesn't meet another interstate.
610 is a loop as it departs and terminates in the same region at the same interstate.

Naw baw. 210 in Lake Charles. 275 in Tampa Bay. Making 12 or 10 a 3 digit route would have been perfectly fine.
There was actually some debate about what to call I-12. Some wanted to make it I-10 and make the current I-10 a 3 digit route. The state decided to route I-10 through New Orleans for the “economic impact”.

Maybe he was late because he had been pulled over 3 times near Lake Charles.

Because it’s an interstate system not an Auxiliary Interstate System.
Per Wikipedia
“Auxiliary Interstate Highways are circumferential, radial, or spur highways that principally serve urban areas. These types of Interstate Highways are given three-digit route numbers, which consist of a single digit prefixed to the two-digit number of its parent Interstate Highway. Spur routes deviate from their parent and do not return; these are given an odd first digit. Circumferential and radial loop routes return to the parent, and are given an even first digit. “

Both of these support a single urban area which is why they have three digit nomenclature. If I12 stopped in Livingston Parish then it would probably have a three digit nomenclature.

Because I-12 is a bypass of I-10 it could be a 3-digit, but I-55 is also in the mix, which makes it more than just a bypass of I-10.
I would say that, along with the presence of the Causeway and Twinspan, makes the difference.

I didn't really finish my statements.
Even numbered interstates meet back up with their respective interstate.
They can use three digits and it would be even number + Interstate to signify a loop. 610, 210 etc
If it was odd number + interstate it would be a spur. 310, 110 , 910 (westbank expressway is not accepted by the state as an interstate, yet it carries 910 as a name for the NTSB)
12 would be a new interstate originating and terminating at the same interstate.
11 is a planned Nevada link interstate off of I-10 I can't think of an odd spur two digit locally.
