It's a short between the steering wheel and the seat.

Left of the steering wheel, below the A/C vent, is a knob that controls the lights on the dash. Tell her to twist the knob to the on position.

Make sure the dash dimmer is not all the way off. Many times the dimmer is the same button that resets the odometer. I've turned it down on accident and nothing on the dash seemed to be working, only to find out it was just dimmed so low I could not see anything. Doubt that's the issue here, but certainly would check it first.

Common problem with these cars. The instrument panel will need replacing. And it's not cheap.

You need a new Fetzer valve, some ball bearings, and new set of tangency points.

Don't forget to prep with gauze pads and anitfreeze.
