Imagine Gov. Edwards, State AG Landry, state police officer Bubba, and Judge Dennis of the U.S. 5th Circuit Court of Appeals are all standing on a stage together. There's an assassin in the crowd. Assuming that assassin commits no other crime than killing one of those 4 in a premeditated fashion, can he get the death penalty?
The answer is: it depends. Of the 4, if the assassin only kills the governor, it can only be 2nd degree murder because the governor is not a senior citizen, a child under the age of 12, or a peace officer.
If he kills any other person on that stage, it would be 1st degree murder.

Also, the governor is not a taxicab driver, which is also a protected class under Louisiana murder laws. Why? Couldn't tell you

That being said, many of the things lumped into that number have no business being associated with an unarmed killing. For instance:

Hell, the two terrorists in San Bernardino are in that number. Are we saying shooting two Jihadis to stop them from mass killing is a bad thing?

True- but keep in mind this was a statistic for all killings. Even then it's over double of what the FBI was reporting. After all of that it's possible it's higher, as police have no obligation to report killings done by their departments.

I don't think anyone is arguing that.
Like I said the number was put out because no one was actively compiling police homicides.
On the flip side of your argument, though you have a 6 year old boy killed by rogue Marksville city marshals. It's easy to pick extremes.

Well don't give them a reason to shoot you. Probably 99% of the shootings were justified.
