I agree with this which is why, for the first time I have been able to vote, I decided not to vote in 2016.
I sure as shite wasn't voting for Hilary Clinton and I just didn't think Trump should be president and felt like the American people deserved better (I still do believe this).

It's up to the individual govenors to decide when (and if) they need assistance. However, if federal properties and workers are in danger, then POTUS has the right (and obligation) to step in and protect those assets, because technically those assets belong to the citizens.
