Consider that government spends about 10-12k per student in public schools, then the $8500 per in Catholic schools might explain it.

All of what money? Teachers have to be paid their salary(less than public school for some, not all, but that's still at least $35k or so a year per teacher. Let's not forget administrators, secretary's, custodial staff, coaches etc.
Then you have upkeep and maintainence on buildings( most of which are pretty old in New Orleans). Various programs, clubs, athletics etc need equipment. Let's not forget technology like computers, smart boards, TVs etc.
Not a lot of money left over even with each student paying $7-$10k a year.
