Often addicted means that you really like it. Some people are addicted to tigerdroppings or social media because it gives them a dopamine hit when they get those likes or whatever. Almost anything can be addictive.
He could very well have a problem and he copes with it by using wax. This would make wax addictive. This could be like a fat person is addicted to food because they have some problem they can't cope with, but eating makes them feel better temporarily, making food addictive.
I imagine there is something your family member can't deal with and you should go find out what it is. Something traumatic may have happened, you never know. Or the family member may just have incredibly weak resolve. Either way the family member needs help and/or guidance.

I’d put my money on him being on Xanax, percs, or OxyContin and realized he’d be in less trouble in he told his naive parents he’s “addicted” to dabs and that it might’ve been “laced”

It's extremely potent. Was is extracted. Hash is just kief or resin that gets compressed with heat and pressure.
