for the most part they are evacuated....Andrew, Rita, Katrina tore through the GOM and fricked up some oil platforms because of the paths they both took....

What are the sub surface effects of a hurricane? Does it have a noticible impact on marine life below 10 to 20 feet down? If you were in a submarine would there be any effect at all at that depth, turbulence in the water or anything?

due to coriolis effect, and the movement of water due to wind, hurricanes actually create upwelling in the Gulf of Mexico.
Katrina was strong enough it was affecting the bottom of the Gulf of mexico when it crossed.

Yes, most are evacuated at the earliest signs and all drilling operations are shut down. Everything is secured or stored on the platform.
These structures are built to withstand hurricane force winds.
ETA: Depending on how bad it is, some platforms do suffer damage. Most standards now are able to withstand high winds that come with these storms.

Family friend of ours is an officer on a fast attack sub, told us they just dive below hurricanes and it's smooth sailing.

Looks like the cloud tops have warmed in the last hour or so. That's a good thing for the time being.
