Maybe he just doesn't trust the police, because he has had dealings with them before.
How much tax payer money was going towards owning and maintaining a vehicle plus paying a person to monitor it and move it's location every two hours? For what legal purpose?

Did the cops go into his shop? Talk to him or his patrons at all? This dude, who supposedly runs a legit business, felt harassed simply by seeing a cop car? And because of that, as the sole earner of his family, he decides to do something that lands him in jail?
I'm going to need more than parking in front of his store to agree this was harassment. Normal people give incentives to keep cops around their business, so their presence with no contact being considered harassment seems unprecedented.
What if this dude didn't want black folks around his store? Could he light their vehicle on fire and you would "see his side?"

If he's dealing drugs, then build a case, get a search warrant, gather evidence, and if anything is found arrest him. In other words, do actual police work.
Like I said before, if they'd have had anything on him, they'd have already busted him. But they didn't so they decided to harass and intimidate him instead. Maybe you want to live in a place where cops can do this sort of thing to people who are innocent of any crime. But the rest of us don't.

It's probably more like the people who patronize his business didn't feel comfortable with the cop cars always around.

harassment n. the act of systematic and/or continued unwanted and annoying actions of one party or a group toward another.
Seems as though one person's "benign oversight", can be another's harassment.

Darth, they parked a vehicle in s public parking space on the street, the didn't do anything else. I like it when the police that live in my neighborhood drive marked cars home and park them outside. I like it when police officers wear their uniforms in public and their presence is known.

If a cop took someone's phone and smashed it on the ground because they were standing in a public space filming them, OP would throw a fricking fit.
But a cop, not doing anything to wield his power over anyone (I.e. is just a citizen in a public space), parks his car on a public street, and a store owner burns that car down for no other reason than he doesn't like cops, OP totally sees how the cop started this and is empathetic to the store owner who set fire to city property.
The consistency, I'm missing it.

This was not a simple instance of a cop car parking in front of his place. They put that truck there in front of his shop and left it for days, coming back to move it every few hours.
Give me one legit reason to do this.

Clearly the cops were intentionally harassing him. Nothing will come of it.
I'm not really torn up about it, just pointing out the obvious.
ETA, As a libertarian, I sympathize with the store owner. As a taxpayer, i wonder about the expenditure.

Agreed. He clearly broke the law and the law has to be upheld.
I still have a problem the guy was put in the position to do this in the first place though. None of this would have happened if the cops had not harassed him. Still does not excuse his actions from a legal standpoint though.

1. Another store owner or nearby resident wanted a police presence
2. The cop lived near there
3. The cop walked a beat in the area
4. The cop was investigating someone in the area
6. The cop was on a bender or slumming with a mistress in the area
5. It was a good parking spot and the cop followed the rules of the street regarding maximum parking time
Cops aren't required to hide in the shadows and pop up when a crime is committed. Simply existing in view of someone who hates cops is not harassment, objectively. This is a ridiculous argument, and I think this is the only very specific instance where you would make it.
