Cops aren't required to hide in the shadows and pop up when a crime is committed. Simply existing in view of someone who hates cops is not harassment, objectively. This is a ridiculous argument, and I think this is the only very specific instance where you would make it.
The only ridiculous argument here is the one you're trying to make. I must admit though I find your mental gymnastics in the defense of the cops rather impressive though.

Something else to note, this all happened within a day, based on my understanding of the article (they parked on Tuesday and the article was written on Tuesday).
So this guy burned a car down within a day because cops parked in front of his store? That seems reasonable.
eta: excuse me, NEAR his store. Apparently, the second this legitimate businessman sees a cop, he feels harassed and we should be empathetic to his decision to light their car on fire.

The article was written on the 9th. It says the truck had been parked there "since Tuesday"....

There is no legit reason for you. I gave you plenty of viable options and you called it mental gymnastics. What's the point in playing your game when you are the opposition and the referee?
I also don't know how things go down in Australia. It looks like the main street in a commercial/residential area. They could have been just monitoring their area of town and found a good central parking spot.
Did you know this was Australia? Do you know police protocol over there?
